$165,000 ÷ $300,000 = 55%


Because the project equals 55% of the building’s value, it would exceed the FEMA 50% threshold.

The calculation applies to the value of the building or structure—not the total value of the property, which may also include the land, landscaping, seawall, dock, pool, or other site improvements.
